Hamburg launches new photovoltaic subsidies for low-income households

Starting in October 2025, the City of Hamburg, together with Caritas, will support low-income families in their transition to solar energy. The goal is to enable more people to directly benefit from self-generated solar power – with noticeably lower electricity costs.

Caritas is an internationally active, Catholic aid organization and is organized as a non-profit organization.


Who is supported?

  • Recipients of citizen’s allowance , housing benefit or child benefit .

  • Households with an income below the legally defined seizure exemption limit. This allows people without social benefits but with very low incomes to apply.

Technical requirements

  • Photovoltaic modules must be TÜV-certified and tested according to the safety standards of the German Solar Industry Association.

  • Maximum power: 800 W (typical configuration: two modules).

  • Mandatory registration in the market data register .

Funding period: October 2025 to July 2027
Funding amount: Up to 90% of the purchase price or alternatively a maximum of €500 direct grant
Total budget: around €580,000


Implementation and special features in Hamburg

  • Easy installation: Balcony power plants are mounted directly on the railing or facade and connected via a power outlet – simpler than traditional roof systems.

  • Requirements:

    • The balcony must be appropriately positioned and must not be permanently shaded.

    • Standardized socket is mandatory.

    • For tenants: prior consent of the landlord is required.

    • Safety first: Installation must comply with structural and electrical standards.

Caritas also supports households with advice, tool loan, and an on-site inspection after one year of operation. Invoices, payment receipts, and market master data registration are required as proof of funding.
