Starting in October 2025, the City of Hamburg, together with Caritas, will support low-income families in getting started with solar energy. The goal: to directly benefit from self-generated solar power with noticeably lower electricity costs.
Who receives funding?
- Recipients of citizen's income, housing benefit or child supplement
- Households below the legally defined exemption limit for garnishment (also possible without social benefits)
Technical requirements
- TÜV-certified photovoltaic modules, tested according to the safety standards of the German Solar Association (BSW).
- Maximum power: 800 W (typical: two modules)
- Registration in the market master data register is mandatory.
Funding details
- Period: October 2025 to July 2027
- Amount: up to 90% of the purchase price or alternatively a maximum direct grant of €500.
- Total budget: around €580,000

- Easy installation: Balcony power plants directly on the railing or facade, ready to plug in.
- Safety first: Installation according to structural and electrical standards
- Tenants: Landlord's consent required
- Support from Caritas: advice, tool loan, on-site check after one year
- Proof of eligibility for funding: invoices, payment receipts, market master data registration
